Why should people follow bylaws when police don’t?

It was great having the Coors Banquet One Horse Town concert on Saturday.
My wife and I were lucky enough to be able to attend the concert. As we walked over to Confederation Park we were crossing the street at the crosswalk of 50th Avenue and 48th Street.
At the south-east corner, we saw three police officers and a canine unit on patrol. We saw the canine unit squatting under an evergreen tree doing its business.
We joked to ourselves and wondered if the officers draw straws to see who picks up after the dog.
What we didn’t expect was the officers would walk away without picking up after the dog.
Why should anyone be expected to follow the town bylaws when law enforcement couldn’t be bothered to follow the rules?
Extremely disappointing.
